The service is provided in accordance with the provisions contained in the following ICAO documents.

 Annex 10    -  Aeronautical Telecommunications Vol. 1,11,111,1V and V.

DOC 8400   -  Procedures for Air  Navigation  Services - ICAO Abbreviations and  Codes (PANS- ABC)

DOC  8585  -  Designators for Aircraft Operating Agencies, Aeronautical Authorities and  Services.

DOC  7910  -  Location Indicators

DOC  9705  -  Manual of Technical Provi­sions for the Aeronautical Telecommunication  NetWork  (ATN).

2. 

AREA OF RESPONSIBILITY

2.1

Communication services are provided for the entire Colombo FIR.

3.

TYPES OF SERVICES

3.1.1 

Following types of radio aids to navigation are available:

   MF Non-directional Beacon (NDB)

   VHF Omni-directional Radio Range (VOR)

   Distance Measuring Equipment (DME)

   Instrument Landing System (ILS)

   Primary Surveillance radar (PSR)

   Mono Pulse Secondary Surveillance Radar (MSSR)

3.2

Aeronauticalbile Service

The Aeronautical Stations maintain a continuous watch on their designated frequencies during the published hours of service unless otherwise notified

Aircraft in flight within the Colombo FIR and outside VHF coverage shall maintain listening watch (or SELCAL watch) on assigned HF RTF frequencies. Aircraft operating within VHF range shall maintain continuous watch on prescribed VHF frequency.

Domestic aircraft, not equipped with HF RTF when operating outside controlled airspace shall maintain continuous watch on the prescribed VHF Air Traffic Control frequencies and relay their messages or obtain clearance and information via the nearest Aeronautical Station located at one of the outlying aerodromes.

3.3 

Aeronautical Fixed Service

Messages to be transmitted over the AFS are acceptable only if they satisfy the requirements of ;

    a)     Annex 10, Vol. 11, and,

   b)    Prepared in the form specified in the Annex 10, Vol. 11, para 3.3.3 and

    c)     The text of individual message does not exceed 1800 characters length ( Annex 10, Vol. 1, Chapter 1V, para 4.4 .5.7)

Messages classified under para 4.4.1.1 of Annex 10 Vol. 11 will only be  accepted for transmission by Sri Lanka Aeronautical Telecommunication Centres. Messages within the category of class B are not acceptable.

Language Used.

3.5.1 

The language used is English.

 3.6.2

Details of the facilities available at the individual aerodromes can be found in the relevant sections of Part 3 (AD). In cases where a facility is serving both the en-route traffic and the aerodromes, details are given in the relevant sections of Part 2 (ENR) and Part 3 (AD) both

REQUIREMENTS AND CONDITIONS.

4.1   

The requirements of the DGCA and the general conditions under which the communication services available for international use, as well as the requirements for the carriage of radio equipment are contained in Air Navigation Regulations (ANR) of  Sri Lanka .
